Brief Specification Description:To further refine and upgrade the refined governance capacity, fully mobilize residents' initiative for self-governance, and efficiently and accurately meet residents' diverse and personalized needs in daily service handling, cultural activities and convenient services within the community, enrich residents' cultural and spiritual life, strengthen neighborhood communication and interaction, remedy the deficiencies in hardware facilities of service venues, and continuously enhance residents' sense of gain, happiness and belonging, we plan to carry out renovation works on certain premises in Hualan Yayuan Community (No. ****, Lane ****, Yinghong Road). (b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小微企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)。（本項(xiàng)目屬于建筑業(yè)）（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財(cái)政部財(cái)庫〔****〕****號和財(cái)政部財(cái)庫〔****〕****號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。(4）購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。
(b)Qualification requirements to be met to implement government procurement policies:(1) This project is exclusively procured from micro, small and medium-sized enterprises. No price discount will be applied to products provided by such enterprises during evaluation.(2) Support shall be offered to prison enterprises and welfare institutions for the disabled, which shall be treated as micro and small enterprises.(3) Priority procurement policy for energy-saving and environmental-friendly products: Under the same technical, service and other indicators, products listed in the catalogues of energy-saving and environmental-friendly products issued in Caiku〔****〕No.**** and Caiku〔****〕No.**** of the Ministry of Finance shall be purchased on a priority basis. Products marked with "★" in the catalogue of energy-saving products shall be subject to mandatory procurement.(4) Domestic products procurement policy: Imported products are not acceptable for this project.
(c)本項(xiàng)目的特定資格要求：3、持有有效的營業(yè)執(zhí)照和安全生產(chǎn)許可證；4、具備中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的施工總承包建筑工程三級或以上資質(zhì)；5、擬派項(xiàng)目經(jīng)理具有建筑工程專業(yè) 貳 級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目經(jīng)理。
(c)Specific qualification requirements for this program:3.Possess a valid business license and work safety permit.4.Hold Class III or higher qualification for General Contracting of Construction Projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.5.The proposed project manager shall hold a Class II or higher Registered Constructor Qualification in Construction Engineering, together with a valid work safety assessment certificate. He/She shall not serve as the project manager of any other ongoing construction project.
